Media Focus | Li Xiaoping Named Provincial Young Tech Entrepreneur; Goldcard and Tancy’s Innovation Gains Widespread Media Attention

On the occasion of May 30 – National Science and Technology Workers’ Day, Li Xiaoping, a post-80s entrepreneur from Cangnan, was selected for the Zhejiang Provincial Young Technology-Based Entrepreneurs List, recognized for leading his technical team in breaking through international technological barriers in flow measurement.
The 2025 list of Zhejiang Provincial Young Technology-Based Entrepreneurs was recently released, with Li Xiaoping, General Manager of Tancy Instrument Group Co., Ltd., included among the honorees.
After completing his postgraduate studies, Li devoted himself to frontline work in the company’s workshop. Over more than a decade, he progressed from a frontline technician to General Manager, and from workshop staff to senior engineer and Class D high-level talent. He has long focused on technological research and industrial application in the instrumentation industry, repeatedly leading his team to overcome international technical barriers and tackle critical “bottleneck” challenges in the sector. Though often overlooked, metering instruments play a vital role in key national infrastructure and energy sectors, and replacing imported equipment carries significant strategic importance.
Reporters visited Cangnan to conduct an in-depth interview with Li Xiaoping.

Choosing an unconventional path, Li Xiaoping, born in the 1980s in Zaoxi, Cangnan, grew up in a farming family. After graduating from Lingxi No.1 High School, he was admitted to Hunan Institute of Engineering for his undergraduate studies in Mechatronics Engineering, and later pursued a master’s degree in the same field at Wuhan University of Science and Technology. His primary consideration when choosing a major was “strong employability and long-term market demand.”
Upon graduating in 2009, Li faced three career options: joining a large state-owned enterprise, returning to Cangnan, or becoming a vocational school teacher. After a brief internship at a central state-owned enterprise, he realized it was not the right fit. To the surprise of his peers, he chose to join Tancy Instrument in Cangnan as a frontline technician. Over 16 years, he advanced through roles including Technical Supervisor and Technical Manager before becoming General Manager.
“My decision was simple and practical,” Li explained. “My parents are farmers who worked very hard to support my education. I wanted to apply what I had learned as soon as possible, improve my family’s living conditions, and contribute to them. At that time, transportation was not very convenient, so working in Cangnan also allowed me to stay close to my family. It was the best of both worlds.” He added, “I was quite determined to work in a private enterprise. The system is more flexible—you may work harder and feel more pressure, but it’s also easier to achieve tangible results.”
Tancy Instrument Group Co., Ltd., founded in 1995, has been dedicated to the gas flow measurement industry for 30 years. It is recognized as a National High-Tech Enterprise, a participant in the National 863 Program, and has received honors such as the National May 1st Labor Award and designation as a National-level ‘Little Giant’ Enterprise specializing in niche technologies. Its products are widely used across industrial sectors, particularly in oil, natural gas, and chemical industries where precise gas flow measurement is essential for optimizing production processes and energy management, as well as by energy authorities for monitoring and evaluating energy efficiency.

Goldcard and Tancy Wins First Prize for Scientific and Technological Progress
Recently, the China Society for Measurement announced the winners of the 2024 Science and Technology Progress Awards. Among 26 awarded projects spanning both basic and applied research, the project “Key Technologies and Applications of Large-Diameter High-Pressure Natural Gas Flow Measurement”, jointly led by China Jiliang University and completed in collaboration with Goldcard and its subsidiary Tancy, was awarded the First Prize for Scientific and Technological Progress.
